Give a user bonus rest days (support goodwill)

Banks 1–3 bonus rest days, e.g. after an app bug broke a streak. They protect future missed days; past days are not rewritten. Stops at streak.bonus_rest_days_cap — added may be less than count (capped: true). The reason is kept in the activity log.
