Give every member of a group points (admins and coaches)

The same gift as users/:userId/points, to each active member. Staff and members outside the rewards rollout are skipped and listed in skipped ({ user_id, reason }). Re-sending the same request_id only gives it to members who did not get it yet (already_gifted).

request_idstring

A fresh UUID per submit. Sending the same one again (a double click, a retry) never gives the points twice. Omit and every call is a new gift.
