Creates a catalogue standard from name, description and type (all required) and an optional logoFileId and providerName (left out or null stores none; "" is refused, as in legacy). The five certification types are stored in certifications, BADGE and PAYMENT in standards. An unknown logoFileId stores no logo, as in legacy; a newly uploaded one is moved to the public bucket. Responds 201 with the standard in the { data, metadata } envelope (legacy answered the bare record); translations always carries en, built from the name and description.
