Paginated list of certification rules, each with the name of its certification (name, null when none matches). Sortable by connectionType/entityId/certification/createdAt (default: id), filterable with filter={"connectionType"|"entityId"|"certification"|"createdAt"|"rules":"…"} (case-insensitive substring). Answers the paginated { data, metadata: { pagination } } envelope (1-based pagination.page); legacy sent { data, meta }.
