Replaces a certification rule and answers it as stored. A full replacement: connectionType is required, an omitted entityId or rules is written as null, and version is bumped. The rule as it stood is first snapshotted into rules_history, attributed to the caller. 404 not_found for an unknown id. Answers { data, metadata }; legacy answered the bare row.
