Get Auth Diagnostics Flow

Return the ordered stage/outcome/reason timeline for a single auth attempt.

This is the spec's primary diagnostic path: when an admin has an auth_flow_id from a user report or alert, this endpoint shows exactly which auth stages ran and how each ended.
