Per-commit change-risk feed — the review-priority queue.

sort=risk (default) orders by raw change-risk descending; sort=date by commit time descending. Banding is repo-relative regardless of sort. authorship narrows to agent-attributed (agent) or human-only (human) commits; the percentile normalizer is still anchored to the full distribution so bands stay comparable across filters. Empty for snapshots indexed before repowise 0.15.0.
