repo_ids are the caller's personal and team repos; the steps only show on those. agent_connected is per user: any MCP call ever made, by key or OAuth. asked_repo_ids are repos the user has opened a chat on. bot_repo_ids are the caller's repos an active PR bot install covers, whoever installed it (on a team repo that is the team owner).
