Notify Admins

System email to the hardcoded admin recipient list.

Used by Modal at the end of run_chain (the content-engine pipeline) to ping the team that a new draft is ready for review. Bypasses the per-user notification flow on purpose — see app.services.admin_notifications for the rationale.
