Publish Due Publications

Publish every enabled weekly publication that is due.

Called by the Modal cron. Due = enabled, cadence weekly, and last published more than ~6.5 days ago (or never) — tolerant of cron drift. Per-repo failures are recorded on the publication row and never abort the sweep.
