Archive a customer.

Deactivate a customer, revoking their license and access to associated resources. Useful for offboarding or suspending customers without deleting their data.

Required RBAC Policy: kots/license/[:customerid]/archive and kots/app/[:appid]/license/[:customerid]/archive
