Email the submitter that their source was added

Opt-in operator action. Sends a “your submission was added” email to the recommendation’s contact address, naming the onboarded org/source and linking its live releases.sh URL. Does not run on triage, close, or archive. Idempotent: a second call returns sent: false, reason: already_notified and does not email again. CLI: releases admin recommendations notify-added <rec_id> --org <slug> [--source <slug>].
