Let a verified profile steward attach a currently controlled and freshly resolved ATProto identity. Replacing another public identity requires explicit confirmation and writes a new auditable relation without changing account control or workspace membership.

Use this identity operation for a signed-in person's external ATProto connections or their verified public-profile representation. Keep account control, profile stewardship, and workspace membership separate when interpreting or changing these relationships.
