Wake Session Pending Input

Drain the session's queued input on THIS task, if it is idle.

Used after a shutdown handoff: the task that paused the turn queued a RESUME row and parked the session idle, but cannot wake another task itself. A detached client (or anyone) calls this; the load balancer lands it on a live task, which claims the row and continues the turn. A task that is itself shutting down answers 503 so the caller's retry moves on.
