List Kernel Specs

The kernels a cloud sandbox can start.

Not proxied upstream: the gateway enumerates with a KernelSpecManager on its own host, which in cloud is the API container and has none of the sandbox's kernelspecs — so proxying returned an empty list and the kernel picker had nothing to offer. The sandbox images' kernels are a declared fact (:func:cloud_kernel_specs), and answering from that also lets the picker work before any box exists, which is exactly when a user chooses.
