Poll one connect link

Enterprise. status is pending, connected, expired or revoked (expired and revoked are final). Polling rule: every 3 seconds, stop when status is not pending, give up after 15 minutes; this GET is not rate limited. 404 connect_link_not_found; 404 user_not_found for a user that has not been created.
