Disable an end user

The user's workspace loses the partner's entitlement and Energy, its active sequences are paused, and its MCP URL and X-PumpGTM-User requests answer 403 user_disabled. Data is kept and nothing more is billed for them. PATCH { status: "disabled" } is equivalent; reactivate with PATCH { status: "active" }.
