List scored public buyers by risk (beta, ES + FR)

Contracting bodies ordered by one of the two buyer scores, highest first, with keyset pagination: a portfolio screen (min_score=8), a region view or a name lookup to find a buyer's identifier. Each row carries the buyer, its coverage and both risk blocks; the full profile (behaviour, evidence, top suppliers) is on /procurement/buyer/{id}. Beta; Spain and France.
