Public-buyer risk profile (beta, ES + FR)

The risk profile of a contracting body: two calibrated scores about the BUYER, its behaviour ratios, the awards a reviewer would open first and its five largest supplier relationships. Never a score for a supplier or a tender. competition = probability that the buyer's next award receives a single bid, against what comparable tenders attract; counterparty = probability that a supplier it awards to enters insolvency within 24 months (a weak signal: about twice the base rate at the top). Risk block per model: score (1-10, ladder on the log-odds of probability; 1 = 1st percentile of the country's scored buyers, 10 = 99th, anchors frozen), probability (the buyer's calibrated rate for the outcome on its next award: observed count shrunk toward the model expectation with a 30-award prior, calibrated out of time), base_rate, relative_risk (= probability / base_rate), log_odds, percentile (of the residual observed minus expected, the peer comparison), observed_rate, expected_rate, excess, awards_scored, confidence (high/medium/low by awards scored). A body is scored once it has at least 20 awards in the period. Beta; Spain and France; a score is a prompt to look, not a finding of wrongdoing.
