Submit Pif Application
/pay-it-forward's form: queue it for review on adminPortal's /pif.
The service client, because pif_applications has no public insert policy, and the production database, where /pif reads. Slack gets who applied and not why: a reason is a family's circumstances, and /pif is where those are read. Only a failed insert puts the reason in Slack and the support email, because it then exists nowhere else, and the form treats a 5xx as sent, as every form on the site does.
