Get Check In Recipients

The family members the modal offers as recipients.

Runs on the USER client so check_in_recipient_options can authorise off auth.uid() - it returns nothing unless the caller is a clinician with access to this child, so no new visibility is created (spec §9.4).

The roster comes from the same check_in_family_recipients set that send_check_in validates against, so the modal can never offer someone the send will then reject.

Slice 1 returns no per-person channel readout - that is slice 2.
