Get Clinic Billing Summary

The owner's commercial picture, for the account page's billing card.

Owner-only, the same 403 as the checkout and portal. Null when the clinic has no Stripe subscription (ops-set, or never bought), and a null next_amount when Stripe has no next invoice to preview (a subscription that is ending).
