Set a report's suggested reviewers

Set a report's suggested reviewers (full-replacement PUT), whether or not the report already has any. Appends a new latest-wins suggested_reviewers status row — the same write the artefact PUT performs, but addressed by report so a report with zero reviewers (and thus no artefact yet) can still be assigned one. App-only: agents append reviewers via the artefacts POST instead.
