List Harbor Keys

Lists non-expiring masked credentials for a Harbor.

Only credentials with no expiration timestamp are returned. Credentials with an expiration timestamp are excluded, even if they have not yet expired.

Each item contains a masked key_hint. Polytomic never returns a credential's plaintext value after creation.
