Seed Featured Deals Endpoint

One-shot populate featured_deals from live Duffel offers.

Runs the full fare-sampler cycle including the seed pass, regardless of the ENABLE_FEATURED_DEALS_SEED env flag on the worker. Useful for warming prod on first boot or after the featured_deals table gets cleared.
