Seed Fare History Endpoint

Populate fare_history with baseline rows so the mistake-fare detector has enough history (>=5 observations per route) to fire.

Idempotent — re-running is safe; rows tagged source='seed_baseline_v1' are skipped via a NOT EXISTS guard.
