Reply comment threads

Reply to an open comment thread as the signed-in member, optionally inline under one of its comments and mentioning organization members, who are emailed. A resolved thread must be reopened first. Returns the thread and the new comment's id; a retry with the same Idempotency-Key returns the reply its first attempt posted. Needs a signed-in user: API keys are refused.
