Get a family RFA download URL

Return a 15-minute AWS S3 pre-signed URL for a family's current RFA file. Requires a family:download filter. A cross-workspace/unmatched family returns 404; a non-downloadable family returns 403 DOWNLOAD_DISABLED; a family with no current version returns 404 RFA_NOT_AVAILABLE.
