Get a detail RVT download URL

Return a 15-minute AWS S3 pre-signed URL for a detail's current RVT file. Requires a detail:download filter. A cross-workspace/unmatched detail returns 404; a non-downloadable detail returns 403 DOWNLOAD_DISABLED; a detail whose RVT file is absent returns 404 NO_RVT_AVAILABLE.
