Authentication is optional. Anonymous callers receive the public runtime catalog; authenticated callers also receive their user-scoped decoder fine-tunes.

Args: limit: Maximum number of models to return. Omit to return the full assembled catalog. before_id: Cursor for paginating backward. after_id: Cursor for paginating forward. client_version: Optional Codex/OpenAI client version hint. auth: Optional authentication result.

Returns: Combined Anthropic-compatible and Codex/OpenAI-compatible model catalog.

Raises: HTTPException: If both cursor parameters are provided.
