Record Turn Result

File the run's cost, store the answer and end the turn done. A late answer (not claimed UNDER THE DIGEST ECHOED) is 409 and files nothing: the cost row and the ending share ONE transaction. An empty answer fails the turn, files a failed call, and is 422.
