Record Case Outcome
A person disposes of a case handed to them -- Rooster.dc.html's "Close it" card, "Mark resolved". Gated the same as /reopen above (rooster:cases:write, never a per-role business grant): closing a case Rooster asked about is the same "a person or the coordinator acts on the case board" shape, not a new privilege.
resolved_by_principal_id is always the calling principal -- a human clicked this button, which is exactly what service.record_outcome's own docstring says decision_id/resolved_by_principal_id exist to tell apart from Rooster closing a case unattended (act_switchboard's resolved_by_principal_id=None).
