Get Day Cutoff

When the floor stops sending packages out on day: the last scheduled person's end, minus the packaging still ahead at the measured pace, never later than the usual cutoff for the weekday (FLR-109 item 6). source and derivation say how the number was reached; packaging.provenance says assumed when no pace has been measured yet. 422 for a day that is already over.
