Every decision class, its rung, and its standing -- LadderWire.

Unlike /next, this is not gated to the owner: the ladder is the company's own autonomy record, not one person's plate, and every class sits at rung 0 in v1 regardless of who is reading it. It IS gated to the chairman (0398) -- see the module docstring.
