⛔THIS DOOR CANNOT SERVE THE SIGHTED PACKET, AND THAT IS THE MECHANISM. board_ballots.evidence_pack carries the proposer's recommendation, its confidence and every option's own confidence, because the approval fingerprint has to cover all of them (domain.evidence_pack_for). It is never returned here. blind_case_from_pack is an ALLOWLIST over two keys, so no field a future writer adds to the pack can reach a seat through this route by default -- and BlindOption has no confidence field at all, so there is nothing for a later writer to populate.

⭐THE CONFIDENCES ARE THE RECOMMENDATION WRITTEN IN NUMBERS. The recommended option is by construction the one the proposer is most confident in, so shipping each option's confidence would hand the seat the answer while looking like context. AMENDMENT 4 names this as the half a reimplementation gets wrong.

⛔IT IS STILL SERVED AFTER THE REVEAL, deliberately. A seat that has framed goes on to vote on the union of options, and refusing the packet at that point would leave it voting on labels alone. What it never carries, at any point, is the proposer's pick.
