Store Regression Mocks

Store regression mocks directly in backend cache.

The regression runner sends this data in small chunks because dev ingress rejects large request bodies before they reach FastAPI. Each call merges into the existing cache entry so LLM/API mocks and live variables can be uploaded incrementally without weakening strict replay checks.
