Revert declined request (false positive) (S2S only)

Reverts a request from declined status. If the request still has an assignee it returns to under_review (someone already owns it); otherwise it returns to submitted (the queue). Use for false positive cases (e.g., incorrectly flagged gambling sites). Records a status change audit log with the provided reason.
