Internal Capability Requests

Turn merchant emails on or off for a capability request (S2S only)

Stops (enabled=false) or resumes (enabled=true) the merchant-facing emails for one request: the status-change email to the merchant and its additional recipients, and the account-activation email. Covers every status, including completed and declined. Webhooks still fire, and the officer email is not affected. Restricted to members of the request status-change admin groups. Each change is recorded in the audit history; setting the current value is a no-op.
