Remove an installed skill from the workspace

Uninstall ONE skill. A skills:delete holder (owner/admin, or a delete-scoped API key) removes ANY install; anyone else may remove only their OWN personal install — a TEAM install answers 403, and another member's personal install already 404s like a missing one (the same fence every installation-id route applies). A hard delete: the install's settings and its occurrence history cascade away with it, and it cannot be undone. A built-in skill is not removable: the route returns 409 and says to pause it instead. For other skills, the skill can be installed again from the catalog, but it comes back unconfigured. For a skill the trusted catalog enables by default, removing the install discards the workspace's override, so the skill returns to running with catalog defaults. Refused with a 409 while another installed skill declares this one as a dependency, so removing it can never leave a kept skill broken.
