Save a default-on catalog skill's settings, creating its install row in the same call

Validate + persist the settings for a default-enabled portable catalog skill, addressed by SLUG. Creates the install row when there is none yet, seeded and saved in ONE transaction — a read-then-install-then-save sequence could leave a created row with no values if the last call failed. Requires skills:edit always, and skills:install only when it must create the row.
