A shared file's preview image (public, by capability token)

A small server-generated WebP preview of the file behind one share link, for the page the link opens. No sign-in. Answers 202 while a preview is being prepared, and 404 when the link is unknown, revoked or expired, when the file was deleted, or when this file will never have a preview. Supports If-None-Match with the returned ETag.
