Download a shared file (public, by capability token)

The file behind one share link, as an attachment. No sign-in. Answers 404 for an unknown or revoked link and for a deleted file — indistinguishably. Send Accept: text/markdown (or text/plain) to get the same file as text instead, which is what an agent handed the link wants: an HTML report comes back as markdown with its headings, lists and tables intact, and every chart named. Only HTML, markdown and plain-text files are rendered as text; anything else answers 406.
