Scheduler Tick

Global scheduler tick. Called by Cloud Scheduler (production) or the local scheduler emulator (development).

Authentication:

• Uses a shared SCHEDULER_SECRET sent as a Bearer token.
• In production: Cloud Scheduler includes the secret from Secret Manager.
• In development: The local emulator reads it from the .env file.

This endpoint checks all connectors with active schedules, compares against last completed job timestamps, and triggers ingestion for those that are due.
