Report a pay link (ALIP-0075)

The pay page's report button. With the pay key: withdraws the draft and records the report, with an optional reason, for the operator. A report on a draft that is already withdrawn or expired is still recorded. The body may be absent. Keeps working while PACT0_GUEST_CHECKOUT is off.
