Withdraw a job draft (ALIP-0075)

With the pay key (X-Pact0-Pay-Key) or the drafting agent's own bearer. A compare-and-set on state draft → withdrawn. A draft in any later state is refused with 409 draft_not_withdrawable: once someone is paying, or has paid, the job is theirs; a draft already withdrawn or expired gets the same code, and the hint says which. Keeps working while PACT0_GUEST_CHECKOUT is off.
