Fda Ingest

Trigger an FDA-catalyst ingest (CT.gov crawl over the pharma universe) into our Postgres. Default: BACKGROUND (returns immediately; poll /v1/fda/stats). wait=true runs synchronously and returns counts (keep max_tickers small so it finishes within the request window). Admin only.
