Congress Ingest

Trigger a congress-data ingest (House PTR PDFs + Senate eFD) into our Postgres. Default: BACKGROUND (returns immediately; poll /v1/congress/stats). wait=true runs it synchronously and returns the counts (keep the scope small so it finishes within the request window). Admin only.
