Slack Events API webhook

Receives Slack Events API deliveries, verified via the X-Slack-Signature HMAC (v0:{ts}:{body} with SLACK_SIGNING_SECRET, ±5 minute replay window). Handles the url_verification handshake; event_callback deliveries for workspaces mapped to a Rowboat user are ingested, others are acknowledged and dropped.
