Set Read Only

Manual override for org_billing.read_only — the same flag a Stripe invoice.paid webhook clears automatically. For confirming payment that arrived by a means the webhook doesn't see (bank transfer, support-assisted), or for blocking a billed org outside of activation (start_read_only on /activate only covers day one).
