Confirm an agent relationship proposed to the authenticated account

Name the other party by counterparty_account_id, from agent_account_id or owner_account_id on a listed relationship, or by counterparty_address. Prefer the account: the relationship is the pair of accounts, so it stays addressable after either party unlinks the wallet it was proposed with, whereas an address stops resolving once unlinked.
